Vloga svetov delavcev v sindikalno organiziranih komunalnih družbah

Povzetek: Številne znanstvene študije so dokazale pozitivne učinke delovne motivacije in organizacijske pripadnosti zaposlenih na poslovno uspešnost podjetij in gospodarstva kot celote. V zadnjem času pa se kakovost notranjega poslovanja podjetja meri tudi po tem, koliko vključuje zaposlene tako v lastništvo kot tudi v procese upravljanja in odločanja. Obravnavano področje raziskave so sveti delavcev v komunalnih družbah, ki so sindikalno organizirane. Soupravljanje v Sloveniji je po osamosvojitvi v času vse večjih družbenih sprememb izgubilo pomen in privedlo do še večjega razhajanja med interesi delavcev in delodajalcev. Zakonodaja na področju soupravljanja v Sloveniji zaposlenim omogoča pravico do soupravljanja, če jo ti želijo izkoristiti. Pri tem ima sindikat v družbi pomembno participativno vlogo. V empiričnem delu sem s kvantitativno raziskavo v komunalnih podjetjih ugotavljala, kakšno vlogo in pristojnosti imajo sveti delavcev ter kolikšna je moč odločanja sveta delavcev pri sprejemanju pomembnih odločitev na področju soupravljanja v družbi. Ciljna populacija v raziskavi so bili sindikalni zaupniki v komunalnih družbah. Ključne besede: svet delavcev, soupravljanje, zakonodaja, komunalno podjetje, ekonomska demokracija Title: The Role of Works Councils in Unionised Municipal Communal Companies Abstract: Numerous scientific studies have proven the positive effects of work motivation and organisational commitment of employees on business success of companies and the economy as such. However, lately the quality of internal operations of individual companies is being measured even by the extent by which they include employees into the ownership, management, and decision making. The discussed subjects are works councils in communal companies, which are organised in trade unions. In Slovenia, co-management has lost its meaning after Slovenia''s independence during times of increased social changes, and led to even greater discrepancy between the interests of workers and employers. The legislation in the field of co-management in Slovenia gives employees the right to co-management, if they want to take advantage of it, where a trade union has an important participative role in a company. In the empirical part, I conducted a quantitative study to analyse the role and competencies of works councils and their decision-making power within the leadership in the field of co-management in communal companies among trade union representatives. The target population of the research were trade union representatives in communal companies. The research was conducted on the entire population.
